Did Florida justice fail Kevin Wood

Listening to Kevin Wood’s story is difficult. He has dealt with trauma, heartache, betrayal and dishonesty, and watched his children go through hell. Especially one.

In 1998, Kevin Wood’s then 12-year old daughter was allegedly raped by a man identified by Wood as Wayne Mincey. According to Kevin Wood, Mincey was never questioned, detained or arrested for the rape of his 12-year old daughter. The rape resulted in a pregnancy, and in 1999, DNA tests proved that Wayne Mincey was the father of Wood’s grandchild. The only time Mincey ever went to court was in response to a summons regarding child support.

Kevin Wood claims that the sheriff at the time, Guy Tunnell, did not investigate this crime, and allowed Wayne Mincey to walk free, never charged. Guy Tunnell was rumored at the time to be “buddies” with Glenn Hess, former judge and current candidate for state attorney in Panama City, Florida.

Kevin Wood is working with The White House Boys as they try and dig through decades of lies, cover-ups, false leads and roadblocks. Some of these roadblocks have been in place since the early 1900’s, but some are much more recent. Kevin Wood, Robert Strayley, Jerry Cooper, Bill Haynes, Roger Kiser and others believe the more recent cover-ups have been orchestrated by none other than Glenn Hess.

The Florida Attorney General is, for lack of a better term, the defense attorney for the state of Florida. As the chief legal officer of the states, commonwealths and territories of the United States, the Attorneys General serve as counselors to their legislatures and state agencies and also as the “People’s Lawyer” for all citizens.  His or her role is to represent the state of Florida in any litigation. For example, a group of men who were abused, beaten and raped by state employees at a state funded school.  Did Florida fail in that role?

There are so many red flags regarding the Dozier school, and Marianna in general. According to Roger Kiser, he received a letter from the son of a former head nurse at the school. The son wrote that he recalls a conversation between his mother and father, where his mother wanted to tell someone what was happening up at Dozier. His father told her to keep her mouth shut; their farmland could be called in, their house burned down or their cows poisoned. People were terrified to speak up, and for some reason, some still are. Some, like Kevin Wood and The White House Boys, have already been to Hell, they have nothing left to fear.

Kevin Wood has an affidavit in his possession; a signed, notarized statement from a woman named Carrie Brooks. Ms. Brooks claims that on February 2nd, 2006, Glenn Hess approached her and asked if she wanted to make some extra money. Hess was a sitting judge at the time of this alleged incident. Then assistant State Attorney, Brian Kelley, according to Ms. Brooks’ statement was present for the initial question, but stated “I don’t think I need to hear this,” and walked away. Judge Hess then said to Carrie Brooks, according to her notarized statement, “There are a lot of people in Bay County that would like to see Kevin Wood dead.” Ms. Brooks then writes “I can’t recall if he said ‘would like to see him dead’ or ‘would pay to see him dead,’ but it was something to that effect.”

Kevin Wood is a civil rights activist, who helped a homeless man named Randy Fowler aka Jim Bikeman secure his release from Chattahoochee State Psychiatric Hospital and is currently assisting a transgender woman with a civil case in Florida. He didn’t have to get involved with The White House Boys, but their stories grabbed him and inspired him to help. And he is helping-helping us put this tragedy into the public eye, helping The White House Boys maneuver through paper work and legal terminology and along the way, Kevin Wood has discovered something about himself. He is recharged, motivated and anxious to see justice done for everyone the state of Florida refuses to recognize.

Which is worse though, Appleman or Hess. I remember Appleman time as DA and it was a time of ineptitude & inaction. Why is it that we are putting up with these knuckleheads?

This is why it is so important to VOTE!! I am new to Florida and just got registered to vote. I was researching both candidates online to decide who I would vote for next week. I definitely have my mind made up after reading this. It will not be Glenn Hess.

Yes Carrie I do know the truth. I remember when the Hess event happened at the courthouse and you reported it to your boss, attorney John Green, also my attorney. I remember that it was HE who advised you to do the affidavit. I remember that during your encounter with Hess in the courthouse that Assistant State Attorney Bryan Kelley was standing with you and Hess in the hallway. As I posted above, Kelley heard Hess ask you if you’d like to make some extra money and because it involved Kevin Wood Kelley then stepped away. So, the offer of money by Hess to you and that it involved Kevin Wood was corroborated by ASA Kelley.

Again, Kelly wrote to State Attorney Willie Meggs, investigator Al Gandy:

TO: Al Gandy, Chief Investigator 2nd Judicial Circuit

As to the comments that Ms. Brooks ascribes to Judge Hess, I do recall him asking her something about wanting to make some extra money. He was smiling and laughing at the time. I did not stick around for whatever he said afterwards. Frankly, I was prosecuting Kevin at the time and wanted to avoid even an appearance of impropriety.”

You must be a pathetic and cowardly individual to post such crap and not leave your name. I live my life truthfully and rest extremely well at night. Anyone who truly knows me, knows that your post is so excessively filled with lies that it is comical. Should you feel the need to post any further lies, then please grow a set of balls and contact me personally, IF, you really know me or my family (which I seriously doubt). To add another point, after one reads and studies http://WWW.GLENNHESS.ORG and in particular http://glennhess.org/HessLyingToMedia.htm it will become evidence that Hess had engaged in a longstanding pattern and practice of criminal activity and fraud against Kevin Wood as he has other citizen activists such as John Caylor, Randy Fowler (aka Jim Bikeman) and, Erika Kay.

The solicitation of murder action by Hess was only small event in pattern of malfeasance and criminal conduct in office.

This is the kind of “evidence” we need to see in postings on the Internet. Hess is guilty of much greater provable crimes other than the solicitation of murder event particularly federal felony civil rights conspiracy violations under 18 U.S.C. 241 and 242, federal law.

Note that the previous libelous and defamatory comment by “Anonymous” (afraid to give his/her real name) does not provide, or reference, any legitimate evidence or court cases for “Carrie Ann Brooks.” I went to the Bay County Clerk’s website and searched her name and found nothing related to the allegations by “Anonymous.”

Why didn’t “Anonymous” provide Ms. Brooks’ husband’s name? Apparently because he/she doesn’t want me or anyone to contact the husband to get an independent statement to verify or deny the allegations by “Anonymous.”

Furthermore Ms. Cox was backed up by then Assistant State Attorney Brian Kelley who gave a statement in a MEMORANDUM to the office of State Attorney Willie Meggs in Tallahassee, Florida, Investigator as follows:

Anonymous postings are a serious problem on the internet that can’t be proven or not proven. That is why I’ve published http://WWW.GLENNHESS.ORG. The website is not anonymous and is packed with documentary “evidence” of federal felony civil rights conspiracy crimes, fraud, making false statements, lying to the media, etc. perpetrated by State Attorney Glenn Hess.

Lastly I am posting in this forum under my own real name. I’m in the telephone book. “Anonymous”, call me and provide me with the husband’s name and contact information or retract your allegations and apologize to Ms. Brooks in your next posting in this article.

Regardless of what unfortunate history Ms. Brooks may or may not have, her affidavit was corroborated by Asst. State Attorney Brian Kelley that Hess did ask her if she’d like to make some extra money RE Kevin Wood.

The authorities no longer have any plausible deniability about all the Governmental Corruption occurring in the Northern District of Florida, the 14th Judicial Circuit, Bay County, Panama City and Panama City Beach.

This case in particular needs to get more play. If there is an investigation into what happened at the Dozier school, it could have a domino effect.

This just goes to show… Florida is still operating under the “good-ol-boy” standard. Know someone? Get out of getting arrested or even getting questioned. Ask “why”, and they threaten to put you in jail.

First, to Ms. Erin Nanasi, thank you for the story.

To clarify a couple of points Judge Glenn Hess was not only a “buddy” of then Sheriff Guy Tunnell but was the former official paid attorney for Sheriff Guy Tunnell and the Bay County Sheriff’s Office (BCSO). Tunnell and BCSO did not even do a police report on the rape and impregnation of my 12 year old daughter by then 18-year old Wayne Mincey.

At least with the help of the Florida Department of Revenue their attorney helped us to get a court ordered DNA test and a child support order to help support my minor daughter and new grandson both of whom I had custody as a single parent.

About 2002 Mincey stopped paying court ordered child support and summonsed by the Department of Revenue to appear for indirect criminal contempt proceedings. I appeared with my minor daughter at the courthouse as necessary parties as the recipients of the child support.

However, then Judge Glenn Hess and Sheriff Guy Tunnell colluded to have two armed bailiffs meet us at the front door to the courthouse and threaten me with arrest if I entered the courthouse with my minor daughter.

The child support contempt case against Wayne Mincey was dismissed because we didn’t show.

The Department of Revenue attorney filed a motion for rehearing that was granted by the child support judge. Hess and Tunnell were overturned by the judge.

We attended a new hearing and Mincey was held in contempt and jailed. We eventually received child support but only after months of delay caused by Glenn Hess and Guy Tunnell.

Channel 13, WMBB, Chris Mitchell did a story on the obstruction of justice and violation of our constitutional right of access to the courthouse and and court system.

During the story Glenn Hess repeatedly lied that I was not a “party” to the child support case.

However, Clerk of Court Bill Kinsaul provided evidence that I was a major party to the case as Guardian and/or Next Best Friend of the children.

This is quite a story and I hope that justice is one day served. I think that having this information out there, from a blog like this, can only help your case. Maybe the right person will pay attention and I bet Mr Hess’ opponents in the Panama City county where he is running for prosecutor would like to read about this. So sorry, Mr. Wood, for what you endured.
