I had heard that Colorado had a similar law. It isn’t as stupid as it sounds when you consider that rain/snow-fall is the water that feeds aquifers, streams, rivers, etc. and it does effect people living downstream. I suppose if the water is being used to water plants, the effect is the same and if the stored water is protected from evaporation it could be workable. But in water poor areas, I question the need for washing cars in the first place.
